My friend can get her pictures to look really really cool. What program can i download to do this?
That looks like a diffuse glow or bloom effect.
just about any photo editing program will do that. I use photoshop and Microsoft Digital Image. Do a google search on photo editing programs and you should be able to find some that are free or have free trials.
